Chapter Thirty Two: Interdependencies

Nobody had called it a deployment.

Farrell had come for them on a Tuesday, without urgency and without asking. Not a summons. An availability check, routed through the same quiet channel as before, a room number and a time and his name at the bottom. Except this time the room number was not at Neurovia. By the time Julian understood that, the cars were waiting at the south gate, and the gate was open, and he walked through it, and the walking through it was not difficult, which was its own kind of information.
They had not been asked whether they wanted to. Julian noticed that as a fact with edges. He noticed also that he did not know, if they had been asked, what he would have said. Somewhere above them a permission had been exercised. The same machinery that had sent them home for the holidays and measured what they did there had signed whatever needed signing to send them here. No one had put a form in front of him. No one had needed to.

He looked at who was in the car and understood the selection was deliberate. Him. Leena. Mateo. Theo. Aisha. Not the whole cohort. Not Ben, whose noise would have filled the silence the drive did not. Not Ethan, not Zara, not Kael. Five of them, and Julian could have assembled the reasoning if he let Catalyst reach for it, each of them pointed at a different face of the same problem. He let it reach, and it delivered the roster logic: a systems reader, a modeler, a historian of data, a reader of people, and a coordinator to route between them. It was the shape of a scenario team. Someone had chosen them like instruments off a wall, and the fact that Julian's own instrument could confirm the choice was correct did nothing to soften it, and it sat with him for the length of the drive.

The city went by outside the window, frost-bitten and undesigned, paint peeling, salt staining the curbs, alive in a manner the campus never managed. Neurovia had taken nine days to sand down his memory of a world that did not hold still for the eye. Then the ordinary streets gave way to a perimeter, a checkpoint, a badge clipped to his jacket with his own face on it and a clearance level he had not applied for, and a run of doors that each sealed behind them with a sound like the building deciding something.

No one objected. He could not tell whether it was because the work was necessary or because some part of them had already begun to want to be the kind of thing that got called. He filed the question without answering it, because he had learned that some questions did not resolve, they only deepened, and this was one.

Then the last door opened onto the operations floor, and it was nothing like what Julian had imagined when Farrell first said the words national security.

No red light washing the room in urgency, no sirens, no green feeds streaming in columns across a war-room wall. Diffused white panels across a flat ceiling. Fluorescent light that left nowhere to hide. Low-pile slate-gray carpet. The soft percussion of keyboards and the occasional scrape of a chair. Behind tempered glass, servers hummed at a note Julian felt more than heard, not in his chest but behind his eyes, where Catalyst turned frequency into data. He filed it without meaning to.

Family photos taped to monitor bezels. A ceramic mug on a desk, coffee gone cold, the ring beneath it older than the current crisis. Julian looked at the ring a moment. Whoever owned the mug had been here long enough to stop noticing the small disasters accumulating around them.

That was probably the point of the place. When infrastructure held, catastrophe never arrived. You only saw the quiet.

Director Farrell stood near the entrance, arms folded across his charcoal suit. He had not moved since they cleared security, and he did not move now, only tracked the five of them with the stillness of a man who had learned that most things reveal themselves if you do not rush them. Julian had seen that quality in his father's foreman, and in the priest at St. Augustine who ran the food pantry. Men for whom watching was its own kind of action.

Farrell tilted his head toward a glass-walled passage. "This way." He did not explain. He did not need to.

Their footsteps came back at them off the mirrored surfaces. Theo pulled even with Julian without seeming to close any distance, voice low, almost inward. "They've reconfigured the network map."

He was not asking. Julian followed his gaze to a cluster of monitors along the corridor wall, each showing a different sector view. Theo's fingers were not moving, but Julian knew the quality of his stillness, the stillness he carried in the common room when he was pulling a system apart in his head, touching nothing and reading everything. Each monitor was making an argument and Theo was receiving them as positions to be tested, checking the assertions against one another and finding where they disagreed.

Behind them Leena's footsteps were precise and contained. She watched the displays differently than Theo, not architecturally but in layers, the resolution coming up on the data as it had once come up on physical objects, reading histories where Theo read structure. Mateo walked with his hands loose at his sides, which meant he was running numbers. Tense, he went unnaturally still. Working, his hands relaxed, as though the rest of his body could stand down while his mind ran.

Aisha came last. Julian did not have to look to place her. He had learned her position in a room by how attention bent around her, others adjusting their posture in her vicinity without knowing why. She was watching the group rather than the displays.

The glass doors sealed behind them with a hydraulic sigh.

The operations suite held a single wall-sized display glowing in muted blues and greens. Five vertical columns, Power, Telecommunications, Transportation, Financial Clearing, Healthcare, stood against a dark field like the supports of a structure not yet built. Along each column, amber dots pulsed at irregular intervals.

Julian felt Catalyst engage the displays and it made no distinction between what may be ordinary or catastrophic. The five columns resolved into a topology he had seen once before, at a smaller table with Farrell, the decision-authority map, grown now to fill a wall and populated with live contacts. The pressure behind his eyes fitted the new data to the old shape without being asked, and he had to stop himself from speaking before the others had arrived.

Farrell moved to a small console without announcing himself and brought up a timeline, eleven weeks laid out horizontally. The amber markers were sparse at first, then thickened toward the present like a bruise spreading.

"Thirty-seven percent increase in contact frequency over the last week." He overlaid timestamps, one after another. "Each probe terminates just before internal alert thresholds. Long enough to observe system responses. Then withdrawal."

Julian studied the timestamps. The intervals were not random. They were conversational, the pacing you develop when you are trying to learn something without being caught learning it. He had done exactly this at Neurovia in the first weeks, asking questions slightly too small to trigger scrutiny, building a picture from the answers.

Leena shifted towards the Power column. Her eyes moved in small lateral increments. "Latency alignment," she said, almost to herself, then louder. "They're timing probes to measure response propagation." She traced the column with one finger, an inch off the glass. "They hit here, then watch how the disturbance moves. Telecom backhaul, network routing, edge switching. They're clocking every node's reaction time."

"Explain," Farrell said.

She turned. A direct question from an authority figure usually cost Leena a fractional hesitation, a recursive loop where she reanalyzed her own analysis before speaking. This time she did not hesitate. "Each contact is a signal. They're not measuring the system's output. They're measuring the echo. How fast the disturbance propagates, and how the network reshapes itself around it."

"No." Mateo's voice was flat, the tone he took when he had already moved past the current frame and was waiting for everyone to catch up. He hovered a hand over the Transportation column without pointing at anything, hovering in the manner that meant he was modeling rather than indicating. "Not echo. Path. They're tracing dependencies. Every probe maps a connection, which system leans on which, what the fallback routes are, where authority pools during a disruption." His hand moved to Financial Clearing. "They're not measuring responses. They're building an interdependency model."

The room shifted. Not the air, not the light—the attention, five minds converging on the same edge without having agreed to. Julian felt the seam between them going thin, the same seam as the briefing room, and recognized it for what it was. He held his own contribution a half-second, then he stepped forward. "They're not studying the systems. They're studying the cascade paths. Probing to measure chain reactions, not endpoints."

Farrell's eyes narrowed. Julian moved a finger across the display, an inch off the glass. "Power dips. Telecom exchanges reroute to redundant circuits, shifting load to alternate switches."

"Which delays settlement queues." Mateo was already at Financial Clearing. "Banks reorder transaction priority. The delay isn't random. It's specific to the magnitude of the upstream dip. Which means they can calculate the dip they'd need to produce a specific delay."

Leena moved to Transportation without being asked. "Transit control switches to satellite links during telecom congestion. But satellite and fiber share throughput at peak."

Aisha stepped in from the edge of the group, where she had been standing in the posture Julian read as cataloguing, attentive rather than passive, tracking the emotional architecture of a room more than its physical one. She touched the Healthcare column lightly and Julian watched her reading the people hidden inside the infrastructure. "Hospitals use both, for life-support telemetry and patient records. When the cascade reaches here it doesn't just slow systems." She tapped Financial again. "Someone is making a decision at every failure point. Triaging. Prioritizing. Overriding." She drew her hand back. "They're not studying the infrastructure. They're studying the people who run them under pressure."

The servers hummed. No one spoke, and in the silence Julian noticed Farrell had not unfolded his arms through any of it, had not moved toward the console or away from it. He was watching them calibrate as Aisha watched rooms, and calibrating himself.

What they had described was not a cyberattack. It was reconnaissance of the human nervous system beneath the infrastructure. Every decision-maker, every override authority, every instinctive triage response, mapped and measured through the systems those people controlled. Julian thought of Cascade, of himself in the coordinator chair with override authority, and understood with a cold precision that he was exactly the kind of node this thing was hunting, and that whoever had built it would have wanted, more than anything, a subject that could not tell where its own decisions came from.

Theo had drifted to a secondary workstation while the others talked. He did this, slid laterally while attention pooled elsewhere, the same approach that had carried him through Neurovia's behavioral boundary fields. He was pulling routing metadata now, layering it, and Julian caught his jaw shift, the small tell that meant something had surprised him.

"These contacts aren't coming from external IPs," Theo said, his voice not making a production of the information. He peeled back a layer. Then another. Internal pathways. Substations. Regional control hubs. Hospital routers. "They're already inside the network. Pivoting through legitimate permissions, node to node. Each hop is brief enough that no single access triggers escalation. String them together, though."

"That shouldn't be possible without privilege-escalation alarms," Farrell said.

"Normally." Theo's fingers paused over the keyboard. He did not look up. "The access windows are calibrated to fall under detection thresholds individually. They're not bypassing the security. They're cooperating with it. Giving it just enough compliance to stay invisible." He looked up then, and for a half-second his fingers stopped moving, the same pause Julian had seen when Theo encountered a solution more elegant than his own. "They're using the gap between action and alert."

The words went through Julian like a dropped temperature. The gap between action and alert. It was the seam in an enemy's hand. Halvorsen had drawn it on a screen as the thing Catalyst erased. Farrell had named it as the thing the adult teams still had and the cohort did not. A third time, the same gap. And something had found it in the infrastructure the way Catalyst had found it in him. He did not say any of that. He filed it, and it weighed more than anything else on the wall.

"They're using the gap between action and alert," Theo said again, quietly, as if he had heard the size of it in his own mouth.

Farrell brought the timeline back, and the wall shifted to a dynamic cascade simulation, assembled by his analysts: a power dip triggering telecom congestion, transit disruption, settlement backlog, hospital network overload. The sequence ran eleven seconds. Real time would take longer. Not much.

"At current probe frequency and depth," Farrell said, "they could run a full cascade test within four to six days."

The simulation ran again. No one watched the second iteration. They were watching each other instead, not meeting eyes but adjusting, the small recalibrations of people who had learned to work in the space between their own thinking and someone else's.

"Have we blocked any of the probes?" Leena asked.

"We detect only after withdrawal. No persistent presence, only post-contact signature analysis." Farrell's voice stayed level. "We know what they're measuring. Not who."

Julian looked at the timeline again. The densifying amber. The patient, metronomic rhythm of it. "They already have the model," he said.

Mateo turned.

"They're not building it. They've had it." Julian kept his voice even. "What they're doing now is calibration. Adjusting the model for real human response, not theoretical." He looked at Aisha. "How long it takes a duty officer to escalate. How a hospital IT administrator prioritizes when two systems fail at once. How long a regional power coordinator hesitates before overriding an automated response."

"They're learning our infrastructure as Catalyst learned our neural patterns," Leena said quietly. "Fine-tuning for the parts that don't behave predictably."

The sentence landed in the room and none of them looked at one another, because all five of them had heard the other half of it. If this thing was doing to a nation what Catalyst had done to them, then they were the only people in the building who knew, from the inside, exactly how it would feel.

Silence. The simulation ran a third time without anyone triggering it. Theo's hand had moved across the console, barely. The cascade unspooled and collapsed.

Farrell's gaze moved to Julian. "To what end?"

Julian thought about the mug with the old ring under it, the family photos, the analyst who had let coffee go cold while these same amber dots accumulated. "They want to see where we interrupt the cascade. Which part we protect first, which we sacrifice, how long each decision takes. They're not running the attack yet because they're waiting for us to respond to the probes. To show them where we put our guardrails."

"So they can route around them," Mateo said, flat.

"So they can route through them," Theo said from the secondary workstation. He had not come back to the group. "Routes around a guardrail need a workaround. Routes through it look like normal traffic."

Aisha's arms crossed, not the social armor she sometimes wore but something more inward, the tell Julian connected with her dropping an incomplete idea and reaching for a better one. "We can't block them outright. They'll read the change in the signal environment and adapt. They're already faster than standard detection cycles." She uncrossed her arms. "We need to change what they're measuring."

The five of them stood in the low hum of the servers and arrived, without discussion, at the same edge. Julian felt the seam go thin and did not pull back from it.

Leena named it first. "We don't block the probes."

Mateo. "We corrupt the data."

Theo, already turning back to the console. "We randomize the responses."

Farrell looked at each of them. "How."

Theo pulled the cascade simulation up. He was deliberate now, less the lateral drift of exploration than the focused precision of someone implementing rather than discovering. "Their model assumes deterministic responses. Given X input, Y follows. Telecom reroutes along known paths. Transit adjusts on documented schedules. Settlement queues reorder predictably." He pressed a key. "We introduce controlled randomness. Load-balancing buffers that vary by milliseconds on rotating algorithms. Telecom routing that samples from weighted probability distributions instead of fixed decision trees. Queue logic that reshuffles on intervals calibrated to look organic."

The cascade display flickered. Paths shifted. The second iteration diverged from the first by a degree no single probe would isolate but that accumulated, across a series of contacts, into noise.

Mateo watched the distribution curves. "The model assumes it can interpolate from sparse samples. We make each sample less reliable than the last. They won't risk a cascade sequence when they can't bound the outcome."

Farrell surveyed them. Behind the glass the analysts had stopped working, the quiet thickening with their attention.

"You understand," Farrell said, "that this requires synchronized coordination across federal agencies, state operators, and private infrastructure carriers."

Julian nodded.

"And if they detect the change in response patterns as artificial?"

"Then we've given them a different problem," Aisha said. "They won't know whether the randomness is operational drift, an intentional countermeasure, or system degradation. Each reading changes what they do next." She paused. "We're not trying to fool them indefinitely. We're trying to make their model difficult to maintain."

Farrell looked at Theo. "And in your assessment."

"Whoever built this is sophisticated enough to have gotten inside a hardened private network through behavioral mimicry. That's not easy. It needs intimate knowledge of how the security architecture thinks." His expression came close to the one he had worn over the routing metadata, the specific recognition. "That sophistication is also a liability. They're optimized for an environment where systems behave predictably. They've never had to account for deliberate entropy." He paused. "They assumed they were the only ones learning."

Farrell held the moment. Then he uncrossed his arms and moved to the console. "Get IT on standby for implementation. I want synchronized rollout protocols drafted for FERC, NERC, and the primary telecom carriers. Thirty minutes." He hit the console. "Begin coordination calls now."

The room moved again, analysts who had gone still starting back into motion, the quiet of the last twenty minutes releasing into the controlled urgency of people with a plan.

Julian looked at the cascade simulation one last time before Theo closed it. The amber dots pulsed on the wall map, patient, rhythmic, still accumulating. Somewhere in the country a probe was reaching the edge of a regional power grid, measuring latency, recording the echo, withdrawing before the alert threshold, building its model one careful contact at a time.

For now, the model was accurate.

In thirty minutes it would begin to be wrong in ways very difficult to distinguish from right. Julian held the phrase and felt it turn over in him. He could not tell whether what they had just designed was a defense or a confession.

Julian found the mug again on the desk behind the glass. Someone had refreshed it. Steam rose from it now. He did not know why he noticed. He noticed it anyway, as data, as evidence that the people in this building were still here, still working, still making coffee and taping photographs to their monitors while the amber dots pulsed on the wall.

That was worth protecting. He filed that too, and unlike most of what he filed, it did not deepen or complicate or refuse to resolve. It simply stayed where he put it, the one clean thing he carried out of the room.

He followed the others out.
